The problem can be turned off by disabling laptop_mode: echo 0 > /proc/sys/vm/laptop_mode. I tried several other options (disabling power saving of intel_pstate and i915, setting cpufreq governor to performance) without success. Even with laptop_mode turned off, performance seems to be worse when cpu dynamically switches frequencies due to load.
