It turns out that ecb was already included in nic-wireless-modules, so
it was available in most installations where disk encryption is wanted
- but not on ppc64el, where we don't build a nic-wireless-modules
package.  I'll move it to crypto-modules.

We don't include algif_skcipher on amd64, and I've just tested that the
ppc64el snapshot starts working if I only add ecb.  So I won't add
algif_skcipher.
