Hello,

The 4.15 kernel comes with initial support for RISC-V.

Enabling support to build linux-libc-dev is one of the first steps to bootstrap
the architecture, so please consider enabling it.

If there's anything wrong or missing, please let me know.

I was missing debian/config/defines, attached now.
