These instances rely on PCI_HOTPLUG functionality to support attach/detach of resources such as ethernet interfaces and block devices. PCI_HOTPLUG is enabled for arm64 in buster and sid, but not stretch. Please enable PCI_HOTPLUG for arm64 in order to support EC2 on arm64. Thanks noah
