Bug#905971: linux-image-4.17.0-0.bpo.1-arm64: Linux 4.17 doesn't boot on Raspberry Pi 3 B

Justification: breaks the whole system

Dear Maintainer,

After installing the latest backports kernel (4.17.0) the system doesn't boot anymore.
There is no output on the serial console either.

I had to revert to 4.16.x to get my Pi to boot again.

If there's anything else you need to know, I'd be happy to test.
