One of the virtual machines is running Ubuntu 12.04.5, with kernel 3.2.0-126-generic-pae, the other Debian 9.3, with kernel 4.9.0-4-amd64 or 4.9.0-5-amd64 (tried both, no difference). Downgrading the host kernel to 4.9.0-4-amd64 eliminated the problem.
