Bug#889002: Simple reboot reminder

We use the following line from cron to remind us to reboot
a machine, if the initrd for the currently running kernel has been
updated:

  test /proc -nt /boot/initrd.img-$(uname -r) || echo reboot required

Would you be open to the idea to provide such functionality from
linux-base?

I'd be happy to extend it to make it work for systems without
initrd, as well as in the case of kernel version upgrades
(configurable), but I'd want to gauge first if this is the right
place for such a script.

If you don't think linux-base is the place for this, please
reassign.
