I can't reproduce this.  I tried with both:

- linux-image-4.12.0-1-amd64 installed and running,
  linux-headers-4.12.0-1-amd64 installed
- linux-image-4.11.0-2-amd64 installed and running (as in your report),
  linux-headers-4.11.0-1-amd64 installed (as in your report)
