Hello,

AFAIK, there's no (performance or size) penalty in enabling it and it provides some very convenient stats directly via sysfs. As a user of the stats, it is very convenient just to have them ready and usable without having to jump through hoops to access them.

I don't understand the reason for not enabling them. Is there any reason *NOT* to enable it?

No, this is not really needed.  You can use the power:cpu_frequency
tracepoint to see all transitions and then work out the statistics in a
user-space program (or use bpfcc to do it in-kernel).
