Bug#883643: linux-image-4.13.0-1-amd64: HP Compaq LA1951g monitor: USB hub only works after reconnecting USB cable after startup

Dear Maintainer,

   * What led up to the situation?
     Using the built in USB hub of an HP Compaq LA1951g monitor
   * What exactly did you do (or not do) that was effective (or
     ineffective)?
     Starting up the system
   * What was the outcome of this action?
     USB hub of the HP Compaq LA1951g monitor only connected if pulling in and
out the USB cable after startup
   * What outcome did you expect instead?
     Working USB hub

in Debian/testing this bug is very old. Using an HP Compaq LA1951g monitor, the
built in USB hub only get's connected after startup if pulling in and out the
USB jack.
