Hi, I'm having the exact same problem. I tried taking firmware-ralink versions from wheezy and jessie, only to get the same results. I can list WiFi networks but I cannot connect to them. Looking at the output of dmesg, it says that it could not connect for 'reason 3', IIRC. I reinstalled Debian 9 from scratch.
