Bug#867259: No usage of ttySx any more

Hello kernel developers,

i am sorry but i must increase the severity of this bug because i can't use the serial interfaces any more!
After i switched off the server and rebooted the interfaces are not working any more.
I get permanent input/output errors acessing the serial interfaces.
This is independent the driver mcs9865 is loaded.

Please help, otherwise Debian 9.0 can't be used if you want to use serial interfaces.

Here is some debug output:

setserial -g /dev/ttyS[0-7]
/dev/ttyS0, UART: 16550A, Port: 0x03f8, IRQ: 4
/dev/ttyS1, UART: 16550A, Port: 0xd110, IRQ: 21
/dev/ttyS2, UART: 16550A, Port: 0xd100, IRQ: 21
/dev/ttyS3, UART: unknown, Port: 0x02e8, IRQ: 3

stty -F /dev/ttyS2 19200

Can't Open /dev/ttyS2
