This means the file is not installed, which is not a bug in this
package.  The free drivers *do not work* on most ATI/AMD hardware
without this package installed (as the following message says... though
the package name needs updating).

This package does not contain any drivers, only firmware/microcode. 
You are still using the free driver.  You should open a bug report on
that (kernel or xserver-xorg-video-amdgpu package).
