[RFC PATCH 0/2] Build cpupower packages from linux-tools

Better late than never I guess, I spent some time to make the necessary changes
to linux-tools to build power/cpupower and package it in a way that can
eventually take over cpufrequtils and libcpufreq.

I really don't have a migration plan and I don't think I need one since the
only conflicting package is the -dev one that provides cpufreq.h in both
libcpupower-dev and libcpufreq-dev.
I'll need to submit whishlist bugs to the handful of reverse dependencies of
libcpufreq0 and potentially provide the same boot time limits and governor
settings that cpufrequtils provides.
A NEWS file is also worth adding.

Following this email, a couple of patches: the first is unrelated to cpupower
and cleans up a binary that is otherwise forgotten; the second is what I have
so far to build cpupower as part of the linux-tools package suite (ignore the
changelog entry).

Last, is there any special workflow for modifications to linux-tools packaging?
Is it ok to submit patches like this? Or, shall I posh directly to the git
repository?
