I've misread the commit log. I was thinking that the panic can be triggered by
a privileged user in a container.

Ok got it, this upstream patch b2f5d4dc38e0 ("umount: Disallow unprivileged
mount force") has been backported in the debian kernel, which explains why only
the 'global root' can trigger this panic.
