Fix was:
Unpacking coreutils (8.24-1) over (8.13-3) ...

But initramfs-tools should have a dependency on the minimal coreutils it
needs to avoid such issues.

You must upgrade fully to stable before installing anything from
unstable.  There is no requirement in policy to add versioned
dependencies in unstable when the minimum version is less than that in
stable.
