This is ultimately because initramfs-tools-core "Recommends" busybox or busybox-static,
instead of "Depends". ("The Depends field should also be used if the postinst or prerm
scripts require the depended-on package to be unpacked or configured in order to run.")

busybox is not required by the default configuration.  See the NEWS
file.
