Yes, this sounds like a bug in either the rfkill driver or the BIOS.
Check whether there's a BIOS update available that mentions fixes to
Bluetooth or flight mode.

There is also a module parameter that can be used to always force
rfkill off, which might possibly make a difference.  Try adding a .conf
file under /etc/modprobe.d containing:

    options ideapad-laptop no_bt_rfkill=1
