Bug#783570: kswapd: swap process kicks in using 100% cpu & i/o wihout active swap

Hello,

this bug already exited several kernel versions ago and is still present (amd46
and i386):

>From time to time kswapd starts and is then using 100% I/O and mostly as much
CPU.

The first thing that's strange is the moment it starts. There might be enough
memory free. Swappiness didn't change anything. The behavior is pretty erratic
and I wasn't able to trigger the swapping process intentionally (at least while
having enough free memory).

The second - and most important thing - is: There is no swap space active! So
kswapd shouln't be working at all. Still it does. It doesn't matter whether
swap was deactivated temporarily using the swapoff command or never activated
at all.

In extreme cases kswapd can lock up the whole system for hours, thus making a
hard reset necessary.

I noticed that at least on some affected systems it seems that a (actually
existing) swap partition is being recognized during the boot process although
linux is not supposed to use this partition and "swapon -s" also shows it not
being in use (no output).

Activating a swap space prevents the system from locking up, since an actual
swapping process is taking place then.
