I think this disk is simulated by the RAID controller.  There's a
comment in the Linux AHCI driver:

 * When there's no device attached to the first downstream port of the
 * 4726, "Config Disk" appears, which is a pseudo ATA device to
 * configure the 4726.

However, this has been present since 2.6.24 so I don't know why you
would see any change in behaviour now.
