Bug#797949: Compile pin control drivers as modules

Just an idea: instead of CONFIG_PINCTRL_BAYTRAIL=y, etc., why not compile the drivers as  modules (e.g. CONFIG_PINCTRL_BAYTRAIL=m). That way they won't conflict with hardware that doesn't need them.
