The 3.16 kernel appears to suppress the system's entropy, by which I mean the
output in /proc/sys/kernel/random/entropy_avail.

When I upgraded from Debian 7 to 8, in GRUB I was left with the options to boot
the 3.2 and 3.16 kernels using sysvinit and systemd.  If I boot in the old way,
3.2 and sysvinit, depending on what the computer is doing, the output sits
around 3000.

If I boot with 3.16 and sysvinit or 3.16 and systemd then the output is about
900-1500.  Try as I might by playing a video clip, copying files, surfing the
internet, and/or using the mouse to move a window around the screen, the output
still remains below 1500.

Should different kernels affect the system's entropy like this?

Otherwise, haveged, for example, will boost the output in all three cases.
However, whereas the case of 3.2 and sysvinit might jump as high as 3600-3900,
the two cases for 3.16 still hit a ceiling of about 2000.
