This is correct behaviour.  TCP connections are not bound to specific
network interfaces (in general) and do not prevent network interfaces
being removed.

This is a bug.  But it's not really important as no-one would do that on
a production system.

I'm not going to take any action on this; you may wish to report the
latter bug upstream.
