as far as I can see, this has been enabled at least in 3.19-1~exp1.
$ grep EDAC_31200 /boot/config-3.19.0-trunk-686-pae
From `changelog.Debian.gz`:
* [x86] edac: Enable EDAC_IE31200 as module
Should this bug be closed then as the bug number is not noted in the
changelog entry?

PS: I submitted report #780773 (Please backport EDAC_IE31200 to Linux
3.16.x) [1] to get this module into Debian Jessie.
