I can reproduce that on different systems where ROUTING is involved,
for example:

amd64 - 03:00.0 Ethernet controller: VMware VMXNET3 Ethernet
Controller (rev 01)
amd64 - 05:00.0 Ethernet controller: Intel Corporation 82576 Gigabit
Network Connection (rev 01)

So this problem seems not specific to any Nic driver, but has
something to do when it comes to ROUTING and/or NETFILTER.

Effected client systems:

several (if not all) Windows versions (verified: windows 8, windows xp)

NOT effected client systems:

Debian
Ubuntu
OSX

Protocols where we noticed problems:

http(s)
imap(s)
pop(s)

tcpdump shows many "TCP Retransmission" and "TCP Dup ACK".
