The initramfs-tools postinst hook does nothing if the environment variable INITRD=No is present. make-kpkg will set that in the postinst script it generates unless you pass --initrd to it, and 'make deb-pkg' will do so if you disable CONFIG_BLK_DEV_INITRD in the kernel config.
