Hello! I'm using an up-to-date SID, and I can also recently reproduce this bug. Changing the root timeout to 30 s doesn't make any effect. This bug has been recently introduced, because 1 week ago, I was able to boot my workstation normally, and now I need to activate the LV's manually at the initramfs prompt.
