If this was the case then I believe it was purely a coincidence. AFAIK
neither upstream nor Linux have ever considered this a workingand
supported configuration.

Please use the Xen PV devices under Xen pvhvm.

Wei Lui had also added msi support for xen hvm domUs on qemu:

Virtio devices are correctly working on windows and old linux, I'll try to find the solution for newer linux too without using pci=nomsi.
With Konrad patch:

will be possible use virtio net or block and xen pv for all other.
Other features using virtio, for example vdagent works also with xen pv driver active and have only this problem with newer linux that need a workaround for now.
