Bug#729567: Debian bug #726676: linux-image-3.10-3-amd64: TCP packet loss when using proxy ARP IP addresses

Please close bug report #726676 as the observed problem had nothing to
do with proxy-arp.  The correct diagnosis was provided by John Hughes
who filed bug report #729567.

When I used ethtool to turn off the "generic-receive-offload" (GRO)"
network device option, the problem with OpenVPN TCP clients having
their sessions stall disappeared immediately.  The problem is bypassed
by having the following statements  at the end of `/etc/network/interfaces':

  post-up ethtool -K eth0 gro off
  post-up ethtool -K eth1 gro off

Since my OpenVPN server runs  on a bastion host, I found that I had to
disable GRO on both network interfaces to fix the problem.  Also, disabling
GRO on the OpenVPN server's tunnel devices had no effect in fixing the
issue.
