Bug#721115: linux-base: Depends on libuuid-perl then perlapi-5.14.2, however perlapi-5.14.2 was removed in perl (5.18.1-2)

No, why should it?

Not to me, linux-base does not depend on perl nor perl-api-5.14.2.  All
that's needed is a rebuild of libuuid-perl against the newer perl, and
libuuid-perl is listed on the above page.
