Are you talking about /proc/irq/default_smp_affinity?  That only affects
IRQ handlers, not tasks.

The only way I can see that this would happen is:

- Using the kernel parameter isolcpus
- Setting affinity for a process that is the ancestor of your session,
  e.g. gdm
