Bug#655944: Kernel threads use significant amount of CPU



Ok, I've run sar on a number of different kernels from 2.6.32 to 3.3
in experimental (I've attached the results).
The 2.6.32 and 2.6.37 had normal cpu usage and interrupt levels,
but they didn't set the resolution correctly, the 2.6.38 kernel had
slightly higher cpu usage but a high number of interrupts (though
less than the later kernels), and the 3.* kernels were fairly similar
in their cpu and interrupts. So this may be a few different
regressions then.
