Bug#662855: initramfs-tools: update-initramfs reports FATAL errors on missing but possibly unnecessary modules

the following FATAL errors should *possibly* be simply warnings; there are cases where one might roll their own kernels and not waste cycles building modules for filesystems that are unnecessary, or choose to make them part of the kernel as opposed to loadable modules. i'm just sayin'.

update-initramfs generates the following:
