Hm. What steps do you use to reproduce this without uswsusp? I guess
I would suggest first making sure this happens with
echo disk >/sys/power/state
and then tracking down what exactly goes wrong using hints from
http://www.kernel.org/doc/Documentation/power/basic-pm-debugging.txt
(e.g., using no_console_suspend and seeing if you can get any
messages).
Comparing boot + hibernate logs from an affected and an unaffected
kernel might be interesting, too.
