On boot, thermal trip points are set to the following:

This causes the CPU to constantly clock down to 800MHz, making the system unusably slow. I have encountered this problem
in previous kernels until 2 or 3 years ago, at which point it was fixed (I believe by adding this laptop model to some
sort of ACPI black list). Recent upgrade re-introduced the bug. Laptop model is HP Compaq 6715s.
