Well the file is definitely still included in this version, so the bug
must be somewhere else. But can you check that it's properly installed,
by running 'debsums -c firmware-linux-nonfree'?

That page fails to load for me.
udev is responsible for loading firmware when requested by the kernel,
but it's also responsible for loading driver modules. If the radeon
module is loaded then udev is presumably running. Also, if it wasn't
then the kernel should wait for the firmware for a minute before giving
up, but this seems to indicate that the firmware is missing:
