MIPS: Malta: Fix GCC 4.6.0 build error
arch_init_irq() requires that gcmp_probe() has been called. But the
call to gcmp_probe() is now dependent on CONFIG_MIPS_CMP, which is not
set for our 4kc-malta flavour.
