I assumed that the configuration would be stored in a partition of the bulk NAND flash used for the filesystem (and possibly specific kernel and initrd partitions), which the kernel should know the layout of. Given that the boot loader is capable of reading the kernel from there, one might hope it could read its configuration from there.
