Uploading linux-2.6 (2.6.38-4)

I intend to upload linux-2.6 version 2.6.38-4 to unstable this week,
including the upstream stable release 2.6.38.4.

Linux 2.6.38.4 appears to include some ABI changes so we may need to
bump the ABI number.
