hmm right forgot to check 32 bit legacy, well there the line is similar,
but
libgcc_s.so.1 => /lib/libgcc_s.so.1 (0xb7595000)
what is your cat /etc/ld.so.conf /etc/ld.so.conf.d/*.conf

well the question is why do you have a non working libgcc in /usr/local/lib ??

Nope, your report is still missing a lot, like
lsinitramfs /boot/path_to_broken_initramfs
and the output of
sh -x /usr/sbin/mkinitramfs -o /tmp/fooo
to backup the claims.
