this is wrong path, please use git as described in
http://git.debian.org/?p=kernel/initramfs-tools.git;a=blob_plain;f=docs/maintainer-notes.html;hb=HEAD
to allow quicker and easier patch application,
also your patch is below is white space mangled probalby due to
your mail user agent.
