To at least ease life of those urgently needing to get proper firmware
out of vanilla linux source tree firmware/, it would be great to have 
ihex2fw available (source for which are under firmware/ directory in
linux sources)

If you have a vanilla source tree then you can build the ihex2fw tool
and all separate firmware blobs with:

    make defconfig
    make firmware_install

Therefore I don't see any point in packaging the ihex2fw tool.
