That file is created by the installer.  If you choose to install GRUB during
the initial installation then it sets these hook commands.  This is in no way
a bug in the kernel package.

Alright, then I am reassigning this to the grub-pc package.

Collin, even if I purged the grub packages from my system, update-grub is still referenced by the /etc/kernel-img.conf file, which has been created by the installer. This leads to failure in the kernel package configuration phase. Please remove these entries when the package is removed, because this will also delete the update-grub script.
