Bug#578568: Request to enable CONFIG_NET_DROP_MONITOR

dropwatch is a program to "improve our ability to detect
and understand packets that get dropped within the (network)
stack".  See https://fedorahosted.org/dropwatch/ for more info.

dropwatch depends on the kernel-side option NET_DROP_MONITOR:

This enables a netlink-based protocol for monitoring of
dropped network packets.

Arguments for inclusion:
*) Detection of packet drops in the network stack becomes
much more precise.
*) The runtime cost of enabling this feature should be
minimal, in the common case where no userspace applications
have enabled the dropwatch tracepoints. More info can

*) Fedora ships NET_DROP_MONITOR=y and the dropwatch package,
so the config option has received a fair bit of testing.
