Since there is no console on this machine, debugging was pretty hard. I originally thought that the problem was related to the SSH not having been configured, and the system failing to boot due to that. Instead, however, it turns out that SSH was running properly, and that a 'netstat -tl' did show the SSH socket in the LISTEN state; but when trying to connect to the port, or when I ran nmap to the host, there was no response. Changing the SSH configuration file to say 'Listen 0.0.0.0' instead of 'Listen ::' fixed the problem.
