Bug#603066: linux-kbuild-2.6.34: Please always upload linux-kbuild-NNN at the same time as linux-image-NNN

linux-image-2.6.36 packges have been on experimental for a while now,
but there's still no trace of any accompagnying linux-kbuild.
This is apparently the usual way things work w.r.t experimental
kernel packages.
I think this makes those kernels significantly less useful.  So I'm
urging the Debian kernel guys to try and arrange their workflow such
the linux-kbuild package is "automatically" always uploaded right
away as soon as the first linux-image is uploaded.

Of course, the only reason I ever need the linux-kbuild package is
for module-assistant, so another solution is to teach module-assistant
to work around the lack of linux-kbuild (maybe let it try to download
and use the linux-source-NNN package instead).
