Sometime when I try to stop or restart apache2 (via /etc/init.d/apache2 stop/restart), script says that it stop apache successful, but new apache instance can't start, because old apache running process freeze and become unkillable (by killall, kill -s 9, etc) while tcp ports are still binded to old process. Only complete system reboot helps.
