expected behavior for upgrading kernels, and available module packages

Is it normal to upgrade a kernel for a security update, but the module
package, eg drbd8 on amd64 vserver kernel, is not updated too?  How
are the security updated kernels recompiled that do not need the
modules recompiled too?
