I am getting this same bug as well after an upgrade today. Seems libmtp8.rules is a symlink to itself.
Oh thats good. I misread the output on my first Debian bug reply.
libmtp8 seems to be the issue. I removed that package and then I could update-initramfs -u and dpkg --configure -a to continue my upgrade. I reinstalled it after my upgrade and now sudo update-initramfs -u still fails even after the reinstall.
