That makes sense.  dpkg-dev 1.15.0 from experimental does not
build-depend on cpio (from the changelog: "* Remove unneeded cpio
dependency from dpkg-dev."), hence my confusion.  Maybe it would make
sense for linux-2.6 to build-depend directly on cpio in the future,
but for now there is certainly no problem.
